I am not sure of a SQL function know as 'evaluate'.

Shouldn't this:

SET PhoneNumb='evaluate("FORM.PhoneNumb" & #Emp#)'

Be this:

SET PhoneNumb='#Evaluate("FORM.PhoneNumb" & Emp)#'
