Robert, I'm chiming in here after the storm has settled, but I'd like to add a feature between XP Home and XP Pro that you get for your $100.
The ability to join a domain. If you're at home and you're just you then save the $100 and get XP Home, run Apache for the webserver. It will work. If you're in a corporate environment or you have a nice home network with an actual domain not just a workgroup then you'll want XP Pro. Well then why not just not install it. I see what you're saying about security, but if they are a home user and they don't need it, they probably wouldn't even know how to install it. It sucks that when I want a new computer now, I will have get professional and pay $100 just to get IIS. I feel exactly the opposite. I think it would be unforgivable if Microsoft put a web server in a home OS. If you want to run a web server, you can always get one, but the vast majority of home users - and end-users in general - neither need to run a web server nor want to. Nor would they understand the potential security implications of doing so.
