You mentioned that you are linking to the next page.. is it an actual link
or a cflocation?

If you are using cflocation, change that to a meta refresh ... the cookie
needs to be set on the clients browser and cflocation transfers them on to
the next page on the serverside which never hits the clients browser to set
the cookie.
