I think that it simply refers to the the distributor or customizer of the specific browser package installed. You can customize an IE distribution with the IE Administration Kit, and put your own label there. For example, my label shows that IE 6 was customized by the installation of the .NET Framework: Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.0; Q312461; .NET CLR 1.0.3705) I seem to recall that, for IE 5, the location of the download would be used as a customization string for the user agent.
