believe it is just a dll installed into the Palm desktop software.

I am assuming you want this conduit to pull data from a CF server before
sending data to the Palm.  Delta Airlines has one that checks to see if
their schedule has changed via the web every time I sync my Palm.

If you can create a PDF, Adobe has a Palm reader that is easy to send data
to the Palm.  Still if you want to automate it you will have to check out
the Palm developer web site.
