In the software development cycle there usually is a rule of thumb
(AFAIK), otherwise your bug triage would be very difficult to manage.

  I didn't realize there was any rule of thumb.

  I remember in ColdFusion Studio 5 beta, that Beta 1 was not 
feature-complete.
