You can't use CFOUTPUT within an attribute of CFFORM. Instead, you could
just have this:
<cfform name="theform"
action="uploadmainbutton.cfm?RequestTimeout=#Application.timeout#"
onsubmit="return
validateSubmit(_CF_this.__CFTREE__theform__webserver.value)">
The argument of the function validateSubmit that's bound to the onsubmit
event handler is referencing the CFTREE within the CFFORM; this odd syntax
with its underscores is generated automatically for the names of forms and
fields when you use CFFORM and CFTREE.
