www.webcentral.com.au - they are not cheap, but they have everything you're after. They can set up a round robin DNS config for you as well. You want colo hosting in their Wickam St DC - they give you 24 hour access with a swipe card and biometric registration.
They also have TTL's set pretty low (15 minutes) and a 24 hour help desk that can get DNS changes pushed through.
