Steve Nelson was showing off a tool at CFUN-03 that did just this for
Fusedoc documented applications.  I've also seen UML modeling tools for
Fusedoc apps that generate UML from the Fusedocs and vice-versa.

Custom tags can be documented just as well as CFCs and there are tools
available to create documentation (some much better thant he built in CFMX
one for CFCs).
