In a new application, I am tasked with tracking "Safety Incidents" among
state property, state employees, third parties, and third parties' vehicles
(as well as injuries, insurance claims, etc, but that's not relevant here).
Much of the state property that is damaged is vehicles.

In my model, I've got a need for a DamagedStateProperty interface, a Vehicle
metaclass, a ThirdPartyVehicle class which extends Vehicle, and a
DamagedStateVehicle class which extends Vehicle and implements
DamagedStateProperty.

Really, if I can't have this small section of my model correct, I'll be
duplicating a bunch of code. Is this the part where I step beyond CF and
code my objects in Java?
