I get what you're doing. I remember this problem from a different context, and the solution in that context was to write it to disk as a .cfm file and then cfinclude it. So in your case you could try using cffile to write #HTMLBody# as a temporary file to disk, then cfinclude that file inside your cfmail tag. Then you don't need evaluate. Does that make sense?
