I think so... I know that at least for GAS it is named slightly differently: '-mfpu=softfpa'. This should probably be fixed for -fno-integrated-as in gcc toolchains.

clang's integrated assembler doesn't
seem to understand ".fpu none", but .fpu is supposed to do the same as -mfpu as
far as I understand.
