Log:
Enable _LIBCPP_LOCALE__L_EXTENSIONS on CloudABI.
CloudABI provides the _l() functions that are part of POSIX.1-2008, but
also the extensions that are available on systems like OS X and *BSD
(scanf_l, printf_l, etc).
