Hal, I don't think that this is necessary (at least now). It does not change anything, the function still must be marked as simd. There will be additional analysis for clauses, because most of clauses arguments must be referenced only once.

I understand that the point is that you can have multiple 'declare simd' 
directives for the same function. However, if you have actual duplicates, 
should we issue a warning?
