I agree with you.
Since being able to change the runmode in cgiapp_prerun is a documented feature, I'd say it's a bug in C::A for it to issue a warning when this happens.
It might be useful to have it noted somewhere when the run mode is changed by cgiapp_prerun, maybe by setting a flag or recording the original run mode in the app object.
But issuing a warning is, IMO, the wrong thing to do here.
