What if XYZ was the requirement? What I mean is, I would be pleased if 
a MoinMoin clone existed in Perl.

I find using an existing functioning product works well as a spec. 
The questions would then become: Which features to prioritize for
version 1.0?  I would leave that up to people coding it.
