Incidentally, I puzzled over the appearance of Spam amongst my To Do items. 

These messages, classified as Spam by Google:

* do count towards the total undone, in Mail's collective view of To Do
items

* are not listed within that collective view

* are not listed when the Google IMAP service icon is selected

* are finally listed when the Google IMAP service icon is expanded and the
Spam mailbox is selected.

I assume that the logic is: 

* raise awareness (through undone count) of items (messages) that should
receive attention before too long

— unattended Spam is deleted by Google

* without interfering with Mail's collective view of trusted To Do items.
