Chandler Hub is a sharing service.
At your discretion: people other than you may subscribe to a collection that
you have created at, or published to, the Hub.
When you (person A) visit the Hub, using a web browser: you see only your own
collections.
When the other person visits the Hub: they see only their own collections.
Chandler Desktop can be, amongst other things, a client of Chandler Hub and
you'll probably find that it's in Chandler Desktop alone that your colleague
has a view of things other than his own.
Back to the app for iPhone: AFAIK (I use a quick entry application in another
environment) it sends to an account on Chandler Hub, and will present only that
person's collections.
