With future standards in mind, expressing the use case in a slightly
different way: 

a) UID of collection persists

b) allow a change of URL prepend, to elsewhere on the same server

That enhancement bug 9187 is: 
Unpublish dialog could give option to leave collection on server

Extending (a) and (b) above, 

c) collection is not removed from server

d) service moves the collection to suit the new prepend

e) at the previous prepend, server leaves a hint (a ticket?) from which
CalDAV clients understand that the collection, with an unchanged UID, has
moved; server communicates the new prepend to all known CalDAV clients (and
may ultimately weed that hint/ticket).

(a)—(e) signifying workflow; I understand that technical steps to achieve
such a flow would be non-trivial.

Anyway … is that the kind of thing that might be within one of the
standards/drafts at <http://caldav.calconnect.org/standards.html>? I don't
expect it now, but as users of CalDAV increase in number, so it may beome
desirable to have an easier way to move a calendar/collection from one
prepend (or from one CalDAV server) to another.

Still thinking theoretically: within Chandler Desktop repository,
internally, are things related: 

* to only the UID of the collection

or 

* to the combined URL prepend + UID?

The original question (1) about ownership was more like the notional (a)-(e)
above, relating to a collection, but the answer relating to a note is
