Approaches to enabling this mode are documented at

TinkerTool make it easy (without requiring use of the command line). Here

Side notes: 

1. I suspect that a widget cloned in this way (from iGoogle) functions only
if Google credentials are available (from an unlocked keychain) before the
widget is presented.

pursuing in due course.
