Johann, I should recommend seeking/detailing your bug in Bugzilla. At a glance: <https://bugzilla.osafoundation.org/buglist.cgi?quicksearch=refused> doesn't find 'refused' in your context.
Here now, for me, whilst most collections do sync there are failures for four collections (Forbidden (HTTP status 403)) that previously synced without difficulty. AFAICT from <http://n2.nabble.com/-tt2472474.html> the Hub was recently updated/upgraded without forewarning to users (at least: the option to find is new) and I wonder whether bugs have arisen since that change.
