its because Chandler is set to automatically reload from the backup once a week, I understand this keeps it running tip top (under debug menu)
It so happens it brings back the welcome note - probably bets to leave it, I guess it will not keep duplicating, although I am always deleting it (sync'ing over 3/4 macs ). I think its been reported as a bug Adam I've deleted this thing several times, but it keeps coming back. (I delete it in "Dashboard" then go to "Trash" and delete it again, then sync with the hub.) I also notice that when it comes back, the chandler window has reset size and position to be in the upper left corner of my screen...
