It was only an "apparent loss".

I didn't find anything here that could help me.

I expanded the binary_backup.tgz file and located the __repository__
directory. With Chandler NOT running, I copied the __repository__
directory from the expanded backup to my .default\__repository__
location. I was operating from "my data is gone" view point, so I
  had nothing to lose.

Started Chandler, and there was my data!

I don't know if it will work in every situation, but it worked for
  me.
