I periodically try to find out the status of 2.0, but there doesn't seem to be any kind of blog or anything with any kind of date or accurate picture of where things stand. For example, the "Setting up chandler2" wiki page dates from 29 May 2009, the most recent blog entry on http://blog.chandlerproject.org/ is July 30, 2009 and there doesn't seem to be any date at all on the http://chandler2.osafoundation.org/ page. I just did an "svn log" command on both the Chandler1 and Chandler2 source trees - looks like only one person has been checking in updates, and the last update to Chandler2 was on March 7, 2009. Also, trying to access the IRC channel from the ChatOnIRC wiki page (last update 28 Apr 2009) doesn't work - apparently Freenode.net no longer allows Mibbit clients. http://webchat.freenode.net seems to work though. There are some familiar user names logged in on the chandler IRC channel, but not much discussion...
