Looking at a colleague's copy of iCal 3.x, I don't find that option.

Did she opt to delete a collection?

Probably not a bug:

 * if in iCal you opt to delete something from a CalDAV server, then that
thing will be deleted

 * if in iCal you opt to delete a subscription (to a read-only publication),
then your your subscription will be deleted, and the publication (to which
you can not write) will remain

 * I can't find a 'Go off-line' command in iCal.

I thought it was only possible to delete a collection, when logged onto
Chanderhub.org (our account).

Any CalDAV or Chandler Desktop client of the Hub can delete from the Hub.

Is there any backup function? We have back-up of our individual Macs, but
not sure this would be backed up?

Do you use Time Machine for backup?
