The TIER list is likely the most well-known ICTD mailing list at Berkeley. Change is essentially an equivalent (but totally better in every way) list at the University of Washington. I'd guess both lists tend to have mostly technical people subscribed. Cross-campus content that appears on one list tends to migrate to the other.
