I don't know much about PHP scripting, but I use Mercury Interactive's SiteScope monitoring software at work, I love it, it's fairly cheap, and they work with LUGs so they may be able give a few licenses.  It runs on Win/Solaris/*nix and I would imagine it would be a fairly lite load on your servers.  If you guys check in to it and would like to use it, I'll check with my Mercury contacts and see if I can get some free licenses for ya.
