As a retired librarian, the first place I search for such academic 
papers or books is OCLC WorldCat:

    http://www.worldcat.org/advancedsearch

I searched for the conference proceedings title, and there were more 
than 20 U.S. libraries that held it.  You should be able to get a copy 
via interlibrary loan at your local public library (or university 
library, if you are a student or staff).

P.S.  Just because a library owns a book doesn't automatically mean 
that they will loan it out via interlibrary loan.  Your local library 
will cycle through a list of holding libraries until they encounter one 
who will loan it.  If no loaning libraries can be found or if you want 
only a selected article (such as you do), I recommend that you request 
your local library to get the article via interlibrary loan.  (You will 
need the full citation, such as you have above.)  That works, too!
