"Best" implies purpose. Best for what? Consider also that Octave (Matlab) is also free not only on Raspberry Pi but on Windows and OSX. And so is J.
Honestly, if Mathematica is on the table, then J should be approached in a more "recipe oriented" or "magical thinking" manner.
