Sure. But note that, for example, they might be trumped by unregulated trading activities (which is legal outside the jurisdictions where the regulations exist -- difficult to discover, though, because of a lack of reporting requirements in those contexts -- also, probably really embarrassing to talk about for people who would happen to have relevant information on this sort of issue).
