Why does Apple do this?

Talking about emergent behavior of a large organization is... tricky.

But, here are some issues:

(1) Employee turnover and limitations.

(2) Malware and security issues.

(3) User feedback and complaints.

(4) Management practices and failure modes, decisions and compromises.

(5) Government pressures and requirements (many governments, since
they're international).

(6) Internet cultures and misunderstandings.

(7) Profitability concerns and fads.

(8) Physical limitations of the equipment.

I'm just scratching the surface here. But they do have a lot of issues
that they need to be dealing with other than software development.
There's a lot of problems, and many do not have good resolutions.

For some issues, you just have to take a different approach.
