Ok, I'll tell you what they mean.  A Kickback is when a person who signs 
things in order to get funds for projects, like a project manager or 
someone, asks for more money than they KNOW they need, or, they ask for the 
right amount of money then find a WAY cheaper way of doing it.  This means 
that the person asking for money for a project gets money, secretly, BACK 
from the project.  It is illegal as hell, but a lot of people do it and get 
away with it.  A Kick Back can be done by getting someone else to be your 
partner in the scam, and then makeing it look like the fraud is being 
perpetrated by your partner and not by you.  This is really very sneaky and 
underhanded, and also probably happens a lot!

I think SpamCop is an internet site or something.  I'm not sure.

Anyway, if what these people said in their email is TRUE, then they are 
trying to get people to be partners in crime.  But since the email was sent 
to Public Email Lists, it probably isn't the truth.  Just a scam totaly 
against anyone they manage to ensnare, or capture, or convince.  This is a 
CON, plain and simple.  Any way you look at it, it's illegal as hell.

Anyone who gets snared by just such an email, deserves everything they get 
hit with.  Even if they have to pay with jail time.  Stupid thieves who get 
caught, deserve the worst possible punishment.

I, on the other hand, am not a stupid and bad thief.  I don't intend to 
defraud anyone out of thousands of dollars, so, I'm never going to fall for 
such a trap as this email.
