How about just add text that says "To use the whatchamacalit servlet, you must accept the GPL. Otherwise you are given permission to use, run, copy, blah blah blah." and then have one button for "Accept GPL" and another for "Understand terms, do not accept GPL (may not redistribute)." This will make explicit the "fair use" permissions for the folks on the wrong side of the pond ;-) .
