If I were responsible for delivering better documentation on
error messages to users, my first step would be to make
sure I *had* better documentation.  Or, at least, that someone
skilled in that art seemed likely to provide good documentation
for all the possible error messages in the not-too-distant
future.

On the technical side, I would make this a part of the session
manager, not a part of the core language.  For example, I would
probably want to provide tooltips when the user put their
mouse over an error line (or anything that looked like an error
line).  If the documentation were sufficient, I would also make
context sensitive help work (control-F1), in J.
