I think that the hesitant manager equates to programmers
not being generally skilled in documenting support costs
and benefits, and that sort of thing.

But this can also have to do with project scope.  (You generally
want to start small, when introducing new technologies, unless
you can show a remarkable payoff for a larger project.)
