Ok, I read this thread:

Mac OS X is based on 4.4 BSD, so it was clearly a permissions problem.
 It's unix, bit closer to BSD than linux, but unix nonetheless.  Root
user , all that stuff is there.

All you needed to do was chown or chmod the directories and it would
have worked, no need for restart.
