No, not necessarily. Actually, distro packages are built by very skilled people who do know what they are up to. Compiling the source package yourself does not imply it will be faster. Actually, that sounds like an urban legend that became popular in the period between when Gentoo was born and when they started shipping binary packages as the rest of the Linux distributions.
