No, it is not. Since it's a developer tool, cherokee-config is shipped in
the 
libcherokee-base0-dev<http://packages.ubuntu.com/search?searchon=contents&keywords=cherokee-config&mode=exactfilename&suite=maverick&arch=any>package.
