I had the same problem when I bought my 67. Pull the lock cylinders from the drivers door and trunk ( pia to get at without key). Take the locks to any Chevy dealer. The guys in the parts department have the documentation to cut new keys from the codes. If there are no codes on the locks, you will need a locksmith to 'reverse engineer' the codes from the tumblers.
