I think he just left off the sequential plant number at the end of the VIN.
They are of no significance anyway.  Also, in 1964, the model year was the
first digit instead of the 6th and the series didn't begin with a "1" as
that designated Chevrolet.  So the 45837H in 64 would be the equivalent of
138375H in say 1965 and 64 only had 12 alphanumeric characters instead of 13
in later years.
