    It is an original '65 column.  Yes, tried the shifter when it was unhooked & still couldn't move it.

what year is the tilt out of? If it is a 65 tilt I hear they are a PIA. Fortunately my tilt on my 65 is perfect (for now anyway) . There are cables inside that stretch or break. Did you try moving the shifter when you disconnected it from transmission?
