I can pretty much gauruntee you have a bad ground somewhere. I have this problem in my 70 and I know that it is the circuit board on the back of the dash. It happens when a hot wire touches metal. I had the same problem in my 69 and it ended up being the headlight switch was shot. I put a new one in and it worked great. I seriously doubt you need a new dash harness. They don't really go bad unless you have a meltdown of some sort. Both of my cars have the original harnesses in them and they work great for being 34/35 years old. Try the simplest things first before diving into harness replacement. Hope this helps.
