I like to use scrap bolts to fill all threaded holes.  You can make some
cheap plywood covers for the carb pad and thermostat opening.

Yes and yes, although I just cleaned an intake and I replaced the rivets
with some 10-32 x 3/8" button-head screws held in place with red Loctite
(#271 - the strong stuff).

I would be more inclined to wipe it down with a thin layer of grease or
oil just because the hot oil that splashes up might cause the paint to
flake off.
