I have been having similar problems with my 95 Astro Van. Changing the fuel filter helped a bit, but still not solved. The mechanic wasn't sure if it was the fuel pump or something about some device that distributes the fuel to the injectors leaking into the intake or something like that. Neither one is a cheap fix.
Try turning the key to on and leaving it there for about 10 seconds before starting. Also try running premium gas and more fuel injector cleaner. How long has it been since you had a major tune up ....like plugs, cap, wires, rotor ?
