You don't need power for disc brakes unless you want them...just like drum brakes.  You can go any of a few ways with conversions.

1. Scour the salvage yards for a 69-72 A-body car (Chevelle, Lemans, Skylark, Olds) with disc brakes and get everything from the master cylinder to spindles.  Use what you can and get new or rebuilt what you can't use (calipers, pads, hoses, M/C, etc).
Advantages: Generally less expensive and most replacement parts are available over the counter.
Disadvanges: You have to hunt the initial parts, clean and inspect what you have, and convince the parts counter guy that you know what you're doing when ordering disc parts for a 70 when you really have a 67.

2. Any number of folks now make disc brake conversions for our Chevelles.  Such as ABS Power Brake, Classic Performance, Master Power Brakes, etc.
Advantages: Everything is fresh and new and will probably fit together without much hassle.
Disadvantages: Most supply new disc brake spindles so those have to be changed as well.  Cost will be a bit higher that option #1.

3. Baer makes disc kits for everything from 11" to 13" front brakes that do not require a disc brake spindle
Advantages: You can use your current spindles and everything is new as option #2.
Disadvantages. Cost is on the upper end of option #2 depending on how fancy you want to get.

Might note that most 11" disc kits require the use of 15" wheels with a proper offset and not all 15's will work with the smaller kits.  Larger kits like the 12" and 13" will REQUIRE at least a 16" and sometimes a 17" wheel.  If you go with one or two, check with the mfg to see what wheel size is required.
