There is a product called... "White wall cleaner".  I know, crazy name!!!
It's the stuff we used to use to get the blue protective lettering off the
tires before we let the customer drive away.  If you go down to your local
tire shop, they should be able to, give (sell) you some/tell you where to
get it.  The stuff works wonders.  It also takes that brownish gunk of the
black part of the tire as well.  Then you can treat them with whatever you
like, starting with a VERY clean base.  I hope this helps.
