  When I did the work on my floors, after the cleaning and welding I had to
do, I put two coats of silver POR15 on them. I just brushed it on but it
turned out real nice and smooth. If you want even smoother, the gloss black
POR15 goes down like glass with a brush. I  POR15'ed the whole floor, then
the brackets, then drilled the holes for the plug welds in the brackets,
marked them on the floor and ground off only the spots that I was going to
weld. This way you have the area under the brackets protected (except for
the small area that gets burned off during welding) I did it this way
because I salvaged my brackets from a donor car and that area under those
brackets was a prime spot for rust on the donor.
