I have a 402 that one of the computer dynos estimates about 375hp and 425 torque. I'm still only at 9.5 compression to keep it at pump gas operation. The engine runs, but the car is not yet mobile to put it on a real dyno to verify. I am using stock cast 454 heads from about 1973. Obviously aftermarket heads would help, but also would have blown my budget. Maybe later.
 
Talk to your local builder and older rodders and mechanics for advice. I went with a combo on what I got advice with, but mostly what my machine shop recommended to reach my goal. Talk to the guys at the machine shop you used. Not many people are more experienced. That's why I had them assemble mine. I wanted it to run afterwards ;)
 
I did choose the carb though. I'm a Quadrajet guy from experience. Edelbrock makes a great new Quadrajet. Don't over carb it or you'll be sorry. A 795 CFM is what's recommended for an engine our size for street use.

            Was wondering if any of you out there are running a 396 or 402 that makes 400 to 450 hp?  Im looking for a good build up to follow and right now have a fully machined block (68 396 bored .030 over) with stock pistons, .010 under crank, and a pair of 69 heads (cast number 3931063  96.4  2.06, 1.72).  Any help on picking out a camshaft, intake, carb, ect. would be greatly appreciated.  Thanks again –RJ Winkler
