I think that's correct because the pedal won’t spring back unless the cable is attached.

Restoring life to Parking Brake functionality.  Rear cables move freely.  Bought new intermediate cable, cable hooks and cable connectors.  Freed front cable (was crud-ed in) and cleaned threads for adjusting.

 

Parking Brake assembly - in good shape.  Ratcheting mechanism fine.  Brake release handle / spring fine.

 

Question:  Is it solely the tension of the parking brake return springs in the rear drums that returns the parking brake foot pedal to a none engaged position at the parking brake assembly?  Seems so.
