Can't answer the resto question, but its up to you or a mechanic to
adjust the speed.   Unless the speedo mechanism is dirty and running slow
due to that.

There are 2 gears that effect the speedometer accuracy.  The driven gear is
in the side of the tranny where the cable screws into the tranny.    It is
relatively easy to change.   The drive gear is on the tail shaft of the
tranny and is a bit more work, but not impossible to change in a couple
hours.
